Ryan was well within his rights to push back and ask about the efficacy of this public investment, which overwhelmingly flows to the urban poor. Government data shows that of the $2.2 trillion in federal, state, and local government personal transfer payments to individuals in 2011, $421 billion went to residents in more rural (what the government calls “nonmetro”) residents and $1.8 trillion went to urban or “metro” residents. That means the poor living in cities–the people Ryan focused on–receive more than four times the amount of money as rural poor.
