S.SUDAN PEACE TALKS ADJOURNED TILL 16TH OCT14 OVER 2 PRINCIPAL ISSUES HARD TO TACKLE Excepting the consensus and conclusions reached on Federalism and Transitional Government last week, negotiators wrangle on what and how much powers should be allocated to who, between President and the emerging PM, including the nature of such powers. 1. Government fancies the usual presidential system of governance in which President is the head of government with more executive powers. 2. Opposition wants a Parliamentary System of governance, whereby PM is head of government with more executive powers and President as head of the state. WHICH OF THE ABOVE, 1 & 2, IS YOUR BEST?? I fancy No.2, the Opposition’s favourite. This is where a change will occur. Reversing system of governance could permanently unravel the looming crisis. Likewise, citizens and international spectators would feel something has been done to end conflict. Executing No.1, the govt favourite, would signify nothing has been done, no change has been made and civil war could linger despite IGAD efforts.
