S. Sudan: Museveni returns As IGAD Moves To Deploy Stabilisation Force President Yoweri Museveni has returned home after attending the 25th Extra Ordinary Summit of regional Heads of State and Government of the Inter Governmental Authority on Development (IGAD) that took place in the Ethiopian capital of Addis Ababa. By Edison Akugizibwe 14/03/2014 07:45:00 Heads-of-state attending the South Sudan Summit in Ethiopia on Thursday Heads-of-state attending the South Sudan Summit in Ethiopia on Thursday Addressing the summit that was convened to review the situation in South Sudan that has been destabilized over the last three months, the Ethiopian Prime Minister and current Chairman of IGAD, Hailemariam Desselegn thanked the regional leaders for supporting the establishment of a Stabilization and Protection Force and for sparing no efforts in finding lasting solution to the conflict that has left untold suffering and caused death and destruction of people and property in South Sudan. He called for the observation of the 23rd January agreement on secession of hostilities between the warring parties in order to give peace a chance and allow conducive atmosphere for negotiations to proceed, calling for flexibility between the two parties at the centre of the conflict. The African Union Chairperson, Dr. Nkosazana Dlamin Zuma thanked IGAD leaders for their efforts to stop the carnage and misery matted upon of the people and put an abrupt end to nation building of the newest independent state of Africa. She called for special protection of the defenceless people especially women and children, the observation of human rights and for an end to unconstitutional change of democratically elected governments in Africa. She said the African Union had already established a commission of enquiry on the conflict, under the chairmanship of former Nigerian President Gen. Olussegon Obasanjo and pledged support for the establishment of the IGAD Stabilization and Protection Force for South Sudan. The special Summit was also addressed by the US Special Envoy to South Sudan Ambassador Donald Booth who also spoke on behalf of United Kingdom and Norway, the Chinese Ambassador Mr.Xie Xiao Uam , EU Special Representative to the Horn of Africa Mr Alexander Ronders and Italian Ambassador Ginsepp Mistretta all of whom pledged their countries support to all IGAD efforts aimed at stabilizing South Sudan. The Ugandan leader had earlier met his Ethiopian counterpart with whom they discussed bilateral issues and other matters of mutual interest between their two countries. The President who later returned home on Thursday afternoon was received at Entebbe international airport by Hon: Muruli Mukasa Minister for Security, Mr John Mitala head of public service, Major General Samuel Turyagenda commandant Air force and Dr Johnson Byabasaija Commissioner for Prisons.
