SAND HARVESTING - FINDING SOLUTIONS This issue has sparked off a lot of debate on the way it should be handled in order to benefit the County while protecting the rivers. I wrote to Professor Kivutha Kibwana, Governor, Makueni County RE: BAN ON SAND HARVESTING I refer to the above matter. I propose that the County Executives in charge of Environment, Water and Lands formulate a Policy or a Legal document for the regulation of sand harvesting in the county. This policy or regulatory framework should be translated into law by the County Assembly at the earliest. Although the ban is in effect, the harvesting of sand has not stopped. It has now become a den of corruption between the Traders and the Police/Provincial Administration I propose we call a forum of all stakeholders at the earliest so that the County can realize the benefits of the resources as we also seek to protect the environment.
