SC junks kalikasan plea vs Boac reclamation project MANILA - A petition for writ of kalikasan against the Boac River Reclamation Project was junked by the Supreme Court (SC) for insufficiency in form and substance. The high court, during its en banc session on Tuesday, junked the plea filed by former Boac, Marinduque Mayor Pedrito Nepomuceno. In his 5-page petition, Nepomuceno argued that a river cannot be the subject of a reclamation project since the flow of water in a river cannot be controlled. He lamented how the project, which was started in 1981, remains unfinished up to now. Named respondents in the petition are Department of Environment and Natural Resources (DENR) Secretary Ramon Paje, Department of Public Works and Highways (DPWH) Secretary Rogelio Singson and Marinduque Govenor Carmencita Reyes.
