SCANDALS AT KERICHO COUNTY ASSEMBLY. Insurance tendering, Nepotism, Corruption and Financial scandals has put the lives of MCAs and Assembly Staff in danger. There are about five officers at Kericho County Assembly who are either bend on sabotaging the Speaker or perpetuating corruption and Nepotism. The last ever advertised item is the Insurance cover which up to now is riddled with corruption and confusion because of vested interest on the part of procurement Officer and some senior staff. Britam Insurance expired in November, 2014 and as we speak the entire Assembly, MCAs and Staff are not covered and, God forbid, in the event of any danger, there will be no compensation! Insurance tenders were opened the results were:- 1. Real Insurance won at about 13milion 2. Resolution Health followed at about 16.5million and 3. Jubilee was third at about 19 Million. Real Insurance is under Britam and accordingly was skipped. The procurement officer instead of awarding the next in line, which is Resolution Health, skipped and awarded Jubilee because of vested interests which has now delayed the whole process and exposed MCAs, Staff and Assembly property to danger! Currently contracts at the Assembly are rarely advertised but awarded to three persons mainly:- 1. Sunkuli (Who pre-Qualified 5 different Companies and keep changing them to appear as if they are different). Awarded tender to renovate offices. 2. Procurement officer’s brother (now doing Assembly Library and audit offices) and 3. The Procurement Officer himself! Youth who look for tenders in this Assembly are told there is no money currently while tenders on the other hand are awarded. Senior officers who are on leave come to the Assembly for the sole purpose of drawing certain allowances which is very un procedural and fraudulent. An example is a recent trip by 5 senior employees of the Assembly and the said officers came for the sole purpose of drawing Ksh 50,000/= per week for a trip they did not go! Likewise, a 1million signed cheque was stolen in Nairobi recently and given to the Assembly Sergeant at arms who wrote his name on it and cashed the cheque! When things became hot he was paid Assembly money amounting to 500,000/= in two instalments of 200,000/= and 300,000/ while the balance of 500,000/= were contributed by the Assembly! As if that is not enough he collected 290,000/ for a Tanzania trip which he did not go! Equally intriguing is the fact that he collected 305,000/= meant for Assembly security Officers who were undergoing training in Nairobi and never paid them. Why does the Assembly Public Service Board continue retaining such a person who has proved to be very dangerous? When the Assembly return from recess in February, 2015 we will require candid resolutions on these scandals. The Clerk need to decide whether he is equal to the task or he quits.
