SCOTTISH DEVOLUTION: British Prime Minister David Cameron responded to the findings of the Smith Commission, which was set up in the wake of the vote against Scottish independence to look at further devolution for Scotland, by saying that he was “delighted” with the report. We are keeping our promise to the Scottish people, he said. The commission recommended that the Scottish parliament be given the power to set income tax rates and greater power over welfare spending, among other reforms.
