SENATOR FRANCIS ESCUDERO: Tomorrow, the Senate Committee on Finance will submit the CR for the proposed budget for 2014. It shall, among others, provide for the establishment of a P20B rehabilitation & reconstruction fund for areas damaged by the earthquake, Yolanda, Santi, Labuyo & the Zambo siege. It will also include stricter provisions on transparency, accountability & liability re the use of the funds appropriated for the purpose. During the Senates deliberations, we hope to improve further & fine tune this proposal in order to address the immediate & long term need of our people in the damaged/affected areas. Part of the proposed 2014 budget is the appropriation, through various agencies of government, of not less than P70B for climate change adaptation & disaster risk reduction programs & projects in the hope of mitigating the effects of both natural & man-made calamities that may hit our country & people in the coming year.
