SERVICES OF SYED OWAIS MUZAFAR AS HEALTH MINISTER SINDH. Syed Owais Muzaffar during his brief tenure as Health Minister brought very revolutionary reforms in health service delivery. Some of the key reforms brought by him in health sector are as under:- He improved the monitoring system of health services throughout the province of Sindh making swift I snap, making surprise visits. On preventive side, he ensured the preparedness of health department to effectively counter the outbreak of various epidemics like “Dengue, Malaria measles by ensuring the availability of vaccination. In prevention of Dengue Fever he ensured availability of Kits free of cost. Maintaining data base and effective spray campaigns in radius of every fifty (50) houses. He made very effective steps to root out prevent corruption from health department by un marking various corruption scans in procurement of CT Scans and Dialysis Units and proceeded against those who were responsible for frauds and kickbacks, in the purchase of machinery and machines. He was the first Health Minister in the history of Sindh to defact those black sheep doctors, who were absenting from duties and working with big private hospitals, and foreign countries, illegally at the cost poor patients. He not only proceeded against those doctors and many of them were also fired. It was during his tenure that the healthy department drafted and presented historical Thelesmia bill with his personal efforts. He visualized the re-organization of health department on modern practices in vogue by bifurcating health department into primary health care and secondary health. Above all he would always be remembered as revolutionary reformer on his most important initiative of introduction of Sindh Employees Smart Project (SECP) for Sindh Govt. Employees under this project introduced first time in Pakistan, all 500,000/- employees of Sindh government working in different departments will be registered under single consolidated data base and they will be issued state of the art Smart Cards carrying soft data of each individual employee. This would effectively eliminate the Ghost and fraud employees from all departments especially from Health, Education & Police to improve Human Resource and Service Delivery. In long run these smart cards will be very effective for employees’ related welfare and insurance schemes which would also benefit their families. As a minister he is always crowded with people irrespective of their political and lingual affiliations approaching him for redressal of his grievances. He never tires or gets fed up in helping in all manners possible.
