SEVENTH PAY COMMISSION ****************************** Bikash Mohanti Bikash Mohanti 10:58pm Aug 25 Subject: SEVENTH PAY COMMISSION 1. The Finance Commission, in its 13th Report to the Parliament, has advised that as part of measures to contain fiscal deficit, the Government of India must process, accept and implement the Central Pay Commission recommendations in time to avoid paying huge arrears, which causes burden on the exchequer. The Government in principal, has accepted the recommendation of the Finance Commission for implementation of VII Central Pay Commission Report w.e.f 01 Jan 16. 2. Considering the fact that the Seventh Central Pay Commission would take about a year to formulate and recommend proposals to the Government and that the Government would in-turn take another 6-8 months to implement Central Pay Commission recommendations, the Government is likely to consider issuance of formal order shortly. 3. Further, the Armed Forces proposals, during the V and VI Central Pay Commissions, have been submitted to the Central Pay Commissions in the form of Joint Services Memorandums (JSM). The JSMs were based on extensive deliberation among the three services, prepared after a careful analysis of inputs and views received from various units and field formations of the three services. The leitmotif of the JSM was to put in perspective, provision of adequate compensation for the risks and hazards to which they are exposed to while performing duties. 4. The above issues have a lead time involved in processing, preparing and finally submitting the JSM to the VII Pay Commission. Therefore, to commence preparatory work for formulation of the proposals for deliberation, processing and submission, the Seventh Pay Commission Cell (Navy) has been constituted at IHQ, MoD(Navy). 5. In view of the foregoing, proposals along with detailed justification regarding the following are requested:- (a) Proposals regarding pay structure/ pay bands. (b) Proposals in regard to allowances and admissibility conditions (c) Proposals on Pensionary/ Terminal benefits. (d) Proposals on service conditions. (e) Proposals on introduction of new allowance(s) alongwith detailed justification. (f) Any new proposals/ points 6. The Central Civilian Employees are likely to be projecting the scales as given below VII PAY COMMISSION PROJECTED PAY SCALE VII PAY COMMISSION PROJECTED PAY SCALE : - Its is a imagined pay structure of 7th Central Pay Commission for Central Government Employees, apparently it is a simple calculation, multiple of three times. Let we see 260 - 950 - 3050 - 7000 (still demanding for 10000 as minimum basic pay) and next, it may be at 21000.
