SOUTH AFRICA’S PARTICIPATION IN INTERNATIONAL PEACE MISSIONS UP TO 2008 While there has been some debate on if the United Nations Force in Korea, established in accordance with the United Nations Security Council Resolution 83, was a truly United Nations mission, it is generally accepted as such. South Africa, a founder member of the League of Nations and later the United Nations was one of the 21 countries that participated in 1950/51. Following the establishing of a democracy in South Africa in 1994 South Africa once again responded to the calls from the Organisation of African Unity/African Union and the United Nations to become involved in International Peace Mission. This also include the call from the leaders in Burundi to assist with the peace process in that country in 2001. Over the period 1998 to 2008 South Africa participated in 14 International Peacekeeping Operations, 3 Humanitarian assistance missions, 2 support mission and 1 intervention operation. Apart from the deployments of personnel and equipment South Africa also played an important role on other forums of peace missions. These include the first participation of South Africa in the review of the United Nations manual on Policies and Procedures Concerning the Reimbursement and Control of Contingent Owned Equipment of Troop/Police Contributors Participation in Peacekeeping Missions (COE Manual) in 2001. Over the period 2003 to 2005 South Africa played a major role establishing a formal agreement, a Memorandum of Understanding (MOU), for the African Union to be agreed and signed with Troop/Police Contributing Nations. Meetings were held in Bujumbura and Addis Abba. 2004 to 2007 South Africa was a member of the International Group of Countries involved with the Security Sector Reform of the Military Forces of the Democratic Republic of Congo and attended meetings in Washington and Brussels. In 2007 South Africa was invited to participate in the United Nations Doctrine Development Workshop hosted by the United States Army Peacekeeping and Stability Operations Institute (PKSOI) and the Military Adviser of the United Nations Department of Peacekeeping Operations. The workshop took place in Carlisle, Pennsylvania. In 2008 South Africa once again participated in the review of the United Nations manual on Policies and Procedures Concerning the Reimbursement and Control of Contingent Owned Equipment of Troop/Police Contributors Participation in Peacekeeping Missions (COE Manual). This time South Africa was represented by members of both the South African National Defence Force and the South African Police Services. A member of the South African delegation was elected as Co-Chairman of the Sustainment Sub-Working Group.
