SOUTHERN CAMEROONS REVOLUTIONARY COUNCIL (SCRC) Motto: INDEPENDENCE – JUSTICE – DEVELOPMENT National Capital: BUEA – THE REPUBLIC OF SOUTHERN CAMEROONS E – Mail: southerncameroonsrestoration@gmail Tel: (237) 74 82 55 62 Facebook: Southerncameroons Restoration Tel: (237) 77 87 48 78 DECREE NO 004/SCRC/2013 The Southern Cameroons Revolutionary Council, sitting 25th November 2013 in Wum:- - Considering the growing level of poverty/unemployment, discontent and misery among the youths and people of the Southern Cameroon. - Considering Mr. Biya’s intention to celebrate 50 years of Reunification in Buea against the decision of the Historians and constitutionalist’s panel that declared Reunification as being illegal. - Considering Mr. Biya’s arts of intransigence on issues pertaining to the Southern Cameroons – Politically, Socially, Economically and Judicially. - Considering Restoration Law No 84/01/1984 which completely dissolved the illegal Union (without a Union Treaty) between La Republique du Cameroun and Southern Cameroons. - Considering the ICJ Rolling which calls for Mr. Biya to unconditionally withdraw his administration and Police etc even from territories that fall within its territorial sovereignty and the article 179 of the ACPHR Commission which recognises Southern Cameroons as a “PEOPLE” etc. - Considering case No. HCB/28/92 holden at Bamenda which judgment went in favour of the Southern Cameroons (Ambazonia) and the numerous cases won singlely and collectively for the freedom of the Southern Cameroonians - notably the SCNC and SCAPO in Communication 266/2003 – which Mr. Biya continuous to ignore, - Considering the withdrawal of Nigeria from occupied territories in line with the ICJ ruling. - Considering the two obnoxious conditions that were given to our parents to be independent by joining La Republique du Cameroon or the Federal Republic of Nigeria without a third option etc. No Country in the world has ever been given such conditions except Southern Cameroons. - Considering the overwhelming vote of 50 States for the independence of Southern Cameroons; with 2 votes against and 12 abstentions by the 4th committee of the U.N General Assembly on 15th April 1961 at 3:15 pm, - And considering Cameroun’s continues occupation and exploitation with impunity the resources of the Southern Cameroons and Mr. Biya’s inability to respect his commitment to respect colonial boundaries obtained as an independence, - MINDFULL of the declaration of the Southern Cameroons Revolutionary Council of 12/8/2013 and the NOTICE to the U.N. Secretary General and the President of the U.N. General Assembly dated 25th September 2013. - Pursuant to Art. 4 of the declaration of the statehood for the Federal Republic of Southern Cameroons, the Revolutionary Council Decrees as follows:- 1) That Mr. Biya’s planned trip to Buea is illegal as he is considered a foreign Head of State in Buea – the capital of Southern Cameroons. 2(a) Pursuant to article 5 of the Southern Cameroons Revolutionary Council, the United Nations, United States of America, Britain, Germany, the African Union and a host of the Countries that voted for the Independence of Southern Cameroons should bring it to bear on Mr. Biya not to come to Buea for any celebration. 2(b) That the above countries and the United Nations Organisation should cause Mr. Biya, his Administration and Police to withdraw Peacefully from the territory of Southern Cameroons by observing the Internationally demarcated boundaries obtained as at Independence. 3) That Embassies of willing Countries could be opened in the Southern Cameroons with immediate effect. 4) That people buying or selling Government lands in the Southern Cameroons are doing so at their own risks. 5) That this visit is a provocation to the God fearing and peace loving people of Southern Cameroons.
