SPLM–Sudan Delegation Met the Ethiopian Prime Minister and the Chair of the AUHIP and Reaffirmed its Readiness for the Vaccination Campaign, a Humanitarian Cessation of Hostilities and Peaceful Settlement of the Sudan Crisis An SPLM-Sudan high level delegation of the Chairperson, Malik Agar, the Deputy Chairperson, Abdalaziz Adam alHilu, and the Secretary General, Yasir Arman, is visiting the Ethiopian capital for consultation in accordance with the consecutive resolutions of the AU and the UN Security Council Resolution 2046. The visit started on the 28th of July at the time when the AU Peace and Security Council was discussing the renewal of the mandate of the AUHIP, chaired by former President Thabo Mbeki. The delegation met on the same day with former Presidents Thabo Mbeki and Abed elssalam Abu baker, and the meeting focused on the humanitarian situations and the political resolution of the Sudan conflicts that need a holistic approach and an inclusive constitutional process that will address issues of democratic transformation, rule of law and equal citizenship. The delegation met with the United Nations Secretary General’s Special Representative to the African Union and the Special Envoy for Sudan and South Sudan, Ambassador Haile Menkerios. The delegation also met with the members of the Ad Hoc Investigative Mechanism (AIM) and had an indepth discussion on the allegations and on the history of the Sudanese conflict and the war in the two areas and Darfur, which had started 8 years ago in Darfur before the independence of South Sudan and 26 years ago in the Two Areas ahead of the independence of South Sudan. The delegation stressed that the conflict is a manifestation of the failure of the Sudanese state to recognize and manage the diversity of the country. The leadership of the SPLM-Sudan invited the members of AIM to visit the SPLM-Sudan liberated areas, which is bigger in size than some countries represented in the United Nations. The SPLM-Sudan delegation met as well with the European Union Special Envoy, Ambassador Rosalind Marsden, and the Canadian Ambassador to Ethiopia, David Usher. Today, the 2nd of August, the SPLM-Sudan delegation met with Ethiopian Prime Minister Hailemariam Desalegn; and on the 31st of July, it met with the Ethiopian Foreign Minister Tedros Adhanom. In the meetings with the Ethiopian Prime Minister, who is the Chair of IGAD, and earlier with his Foreign Minister, who were tasked together with the AUHIP in the UN Security Council Resolution 2046 to facilitate the implementation of the Resolution, the SPLM-Sudan stated the following: The Humanitarian Situation a) The SPLM-Sudan is fully committed for an immediate vaccination campaign by the UN agencies in its areas of control, which will require a cessation of hostilities during the period of the campaign to allow the families of the vulnerable children to bring them to the vaccination site from the remote areas and the caves of the mountains and to assure them that the Sudan air force will not victimize their children as a result of the temporary cessation of hostilities. The SPLM-Sudan was earlier asking for the logistics of the vaccination campaign to come from Ethiopia or Kenya. In pursuing the noble objectives of the vaccination campaign, the SPLM-Sudan is now ready to be involved with others in working out a plan of logistics and to offer access to the international staff through UNISFA, which can provide the logistics to the agreed site using their facilities inside Sudan. b) The SPLM-Sudan is ready for an immediate humanitarian cessation of hostilities that will open access to the needy civilian populations and it will create a conducive environment for the resolution of the Sudan conflict, which can provide a model for the Darfur humanitarian crisis. c) The humanitarian cessation of hostilities will maximize the effectiveness of putting a solid buffer zone between the two Sudans given the fact that the SPLM-Sudan is controlling more than 40% of the international border of Sudan with the Republic of South Sudan. The Political Process The SPLM-Sudan is ready to engage the Sudan government on the basis of the June 28, 2011 Agreement (Addis Ababa Framework), which has put a solid foundation for an inclusive national constitutional process. The SPLM-Sudan’s belief and conviction is that the piecemeal solution is hurting the future of Sudan and it is not delivering peace. A durable solution for the Sudan crisis can use all the present forums with the aim of reaching a comprehensive peaceful settlement. The Ethiopian Prime Minister and Chair of the AUHIP and the Representative of the UN Secretary General assured the SPLM-Sudan leadership that they will continue their efforts and facilitation for a durable peace in Sudan.
