Text of Proposed HEALTH CARE CHOICE AMENDMENT ARTICLE ____ Section 1. It is the right of citizens to make their own health care choices independent of local, State, or Federal government interference. Section 2. To secure the rights of citizens it is prohibited for the government to lay any tax on the people, or to extract revenue from the people through any other method, for the purpose of purchasing or paying for any health care product or health care service. Section 3. This Article is enforceable within the United States which shall include the Several States, the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands and the territories and possessions of the United States. Section 4. This Article shall be immediately part of the United States Constitution upon ratification by three quarters of the State Legislatures in the several States and shall supersede and take precedence over all prior regulations, statutory law and case law relating to Health Care policy in the United States.
