SUMI HOHO SURPRISE VISITATION TO OFFICES IN ZUNHEBOTO Having come to the knowledge of the Sumi Hoho that many HoDs/AHoDs are not stationed in Zunheboto and that the public works and services are being neglected, the Sumi Hoho went on a surprise visitation to the departmental offices in Zunheboto town on the 19th August and found out many discrepancies. Though all the departments could not be covered in the first phase, the Hoho shall be visiting the uncovered offices in the follow up phases. When the Hoho team visited the Zunheboto District Hospital, the Medical Superintendent (MS) was not in the station and when asked for the “Attendance Register”, surprisingly it was learnt that it is not maintained. Doctors present during the visitation were Dr. Viheshe, Dr. Shikato, Dr. Nitovi, Dr. Viholi and Dr. Aron. It was also learnt that Dr. Veveduyi and Dr. K. Abi Angami are attached elsewhere. In spite of the repeated appeal by the NGOs and public leaders to the concerned authority to upgrade Zunheboto District Hospital to at least 100 bedded from present 50 bedded, it is given step motherly treatment and all those colourful promises are never kept. On the 13th Novemeber 2009, the Honourable Chief Minister of Nagaland inaugurated the Hospital to 75 bedded, yet, till date, the department has done nothing required for a District Hospital. No infrastructure development and no additional man power, equipments, etc. are given. Even the Regional Diagnostic Centre (RDC) is not made functional unlike other districts. As per the Indian Public Health Standards (IPHS), District Hospitals should have about 34 doctors of various specialization and 75 – 100 nurses. However, in contrary, Zunheboto District Hospital has only 6 – 10 doctors and 20 – 25 nurses. It was surprising that when man power is much lesser, why are doctors appointed or posted against Zunheboto Hospital is attached elsewhere. Even the most necessity O & G specialist doctor is not available. There is no room for Emergency Doctor. Operation Theater (OT) Room and Labour Room are in a pathetic condition. The department should take steps to see that things are properly streamlined by The Hoho acknowledges Dr. Viheshe, a retired Chief Medical Officer (CMO) who is appointed on contractual basis as GDMO through NRHM Scheme for the sincerity and being a perfect example to the younger doctors. The Hoho also acknowledges the few doctors who are doing the job of 30 – 40 doctors, who are overworked yet not losing the spirit working for humanity. The Hoho while visiting other offices learnt that the Sub Divisional Education Officer, Horticulture Officer and Sericulture Officer hardly come to the station. Horticulture Office and Sericulture was closed and it is learnt that these offices is seldom or never opened. On visiting the Government Higher Secondary School Zunheboto, the Hoho was pleased to see the Principal and the teaching faculty and staff sincerely and diligently discharging their duties. However, the infrastructure is deplorable and in some part the building is on the verge of collapsing even without proper windows and doors and unhygienic surroundings due to lack of proper drainage systems. The new building is seen locked as the department has failed to release the pending bill to the contractor. The Hoho was surprised to see the apathy of the department and concerned authorities. The Sumi Hoho lauds the competent and sincere Officers who are sincerely working for the welfare of the public. However, there are departmental Officers who summons the Dealing Assistants to bring files and salary slips for signature to their residence in Dimapur, Kohima and so on. The Hoho hereby sternly warns those erring HoDs/AHoDs that such negligence of public works and services shall never be tolerated. It shall be the endeavour of the Sumi Hoho to see that the public rights are not deprived because of the negligence of the erring Officers. The Hoho shall take up the issue with the higher for stringent disciplinary action. The Sumi Hoho also appeals to the Government and the concerned departmental authorities to assure that Zunheboto gets its share of what it deserves in terms of human and physical developments.
