Safety Event: Car Seat Bounty Program Dunmore: The NEPA Child Passenger Safety Task Force and P&R Discount, Eynon will sponsor a Car Seat Bounty Program on Friday, May 2, 2014 at PennDOT 55 Keystone Industrial Park, Dunmore from 10 a.m. to 1 p.m. “Clean out your attics, garages and closets and bring your old or broke car seat,” said Cathy Connors, Pennsylvania Chapter of the America Academy of Pediatrics, and bring them to PennDOT in Dunmore on Friday and get a reward of a discount for a new car seat and we will dispose of the car seat for you. Car seats older than 6 years, have broken parts or have already been in a crash can be dangerous. Every seat collected can potentially save a child’s life. SR 348 Road Closure Dunmore – PennDOT is scheduled to close SR 348 in Mt. Cobb, Lackawanna County, starting tonight Friday April 25, 2014 at 6 p.m.to Monday April 28, 2014 6 a.m. for the replacement of a box culvert over a local bridge on SR 348. Contractor will be working 24 hours a day starting Friday thru Monday. The road will be closed 1/4 mile East of the intersection of SR 2003 Cortez Road / Smokin Joes Store. Detour will be marked and will take traffic from SR 348 over Wimmers Road to SR 590 towards Hamlin to the intersection with SR 348. Motorist should use caution when traveling in the area. The #41 High Works bus is on a temporary detour due to road work on the Green Ridge Street bridge. On the outbound route, the bus will travel on Nay Aug Avenue to Market Street to Main Avenue to Oak Street. For the inbound route, the bus will travel from Oak Street to Main Avenue to Market Street to Nay Aug Avenue. COLTS apologizes for any inconvenience. Interstate Work: *I-80 - Columbia County: Exit 241 to Exit 242 An Interstate 80 rehabilitation project in the Mifflinville area. Two lanes of traffic in each direction will be maintained on I-80 for the majority of the project, with short-term lane restrictions and generally short-term ramp closures. The I-80 WB on-ramp at Mifflinville (Exit 242) will remain closed through the majority of the 2014 construction season. The construction cost is $50 million. The project started in 2010 and is scheduled for completion in 2015. I-80 WB Exit 256 (Conyngham/ Nescopeck) between on/off ramps Expect Lane Restrictions and Flagging operations Bridge Repair 4/22/2014 4/24/2014 *I-81 – Schuylkill County - The Pennsylvania Department of Transportation (PennDOT) announced today long term lane restrictions will return on Interstate 81 for an ongoing project to replace or rehabilitate 15 structures between exits 134 (Delano) and 138 (PA 309) in Delano and Kline townships, Schuylkill County. The contractor will implement a long term 24-hour single lane pattern on I-81 south and north between exits 134 and 138. Then on Monday (March 24) I-81 northbound traffic will be shifted to the southbound side via a crossover, with both I-81 north and south remaining in a long term 24-hour single lane pattern. This single lane traffic pattern will be in effect for approximately seven months on I-81 north and south between exits 134 and 138. On Monday access from I-81 north and south to PA 309 north (Exit 138) is scheduled to close for approximately seven months. During the closure the posted detour will route traffic to Exit 141 (PA 424) to use PA 424/Greater Hazleton Chamber of Commerce Beltway to access PA 309 north. Also on Monday all PA 309 north traffic wishing to access I-81 at Exit 138 will be detoured to a temporary signalized intersection to use the PA 309 south ramp to I-81. The project began on Sept. 24, 2012 and is anticipated to be complete in March 2015. I-81 SB between Exit 165 (Blackman St) & Exit 155 (Dorrance) Expect Lane Restrictions and Flagging operations Pothole Patching 4/22/2014 – 9 a.m. to 3 p.m. *I-81 - Exit 180 (Moosic) to Exit 175 (Dupont/Pittston) - Airport Project - The project began in June 2013 and will include widening of bridges on Interstate 81, rehabilitation of existing bridges over Lidy Road, State Route 315 (Airport Road), and Plane Street, replacement of the pedestrian bridge just north of the Avoca Exit, construction of new exit and entrance ramps, three new roundabouts, construction of two new bridges, and construction of a new roadway. The construction of the new Navy Way Road will connect Commerce Road (Grimes Industrial Park) to Terminal Road. The new roadway will travel over the PA Turnpike, under the MALSR (Medium-intensity Approach Lighting System with Runway Alignment Indicator), and connect in to the current Navy Way Road near the Holiday Inn. The $41.9 million contract was awarded to Pennsy Supply on May 21, 2013. Pennsy Supply is a Pennsylvania based company out of Annville. Anticipated completion – August 2015. *I-81 - Exit 178 - On the evening of Tuesday, March 25, Exit 178A (Wilkes-Barre/Scranton Airport) and Exit 178B (Avoca) on Interstate 81 was combined into one single exit. The new exit is labeled “Exit 178 (Wilkes Barre/Scranton Airport and Avoca)” and will be at the exit that is currently Exit 178B. Exit 178A will be closed. This change will be permanent and will be on the northbound and southbound lanes. *I-81 between Exit 188 (Dunmore/Throop) and Exit 190 (Main Avenue) – Lane shifts on I-81, ramp closure from Main Avenue to I-81 North – Early summer the ramp is scheduled to reopen; late summer, there will be paving in the area at night. Anticipated completion – fall 2014. *I-81 North between Exit 170 (Wilkes-Barre) and Exit 175 (Dupont/Pittston) will have lane shifts for bridge replacement over Sunset Road and Old Boston Road until spring of 2014. I-81 North and South Bound between Central Scranton Expressway (Exit 185) and Dunmore / Throop (Exit 188). Sweeping operation Monday (04/21) through Friday (04/25). Slow moving operation with alternate shoulder restrictions. 7 A.M. to 2:00 P.M *I-84 – Pike County – Last fall, PennDOT began a major rebuilding project on Interstate 84 between Exit 46 (Matamoras) and the New York line. The initial work will include lane closures on I-84 East and West to allow the contractor to build crossovers from the westbound to the eastbound lanes . In the spring of 2014, once the crossovers are complete, traffic is expected to be moved to single lanes on the current eastbound lanes while the westbound lanes are completely removed and replaced. The primary need for this project is the ongoing failure of the existing pavement as a result of alkali silica reactivity (ASR). ASR causes the concrete pavement to deteriorate and lose its structural integrity through a reaction between the aggregate and the type of cement that was used in the early 1970’s during construction. Because of this ASR, the concrete forms a gel that may absorb water, expand and crack the concrete. Once cracked, the concrete loses its strength and deteriorates. The project is expected to cost $66.4 Million and is slated be complete by April 2016. Traffic change: 84 Westbound from mile marker 50.3 to mile marker 46 is now traveling on Eastbound on a single lane for the remainder of 2014. This is part of the construction project that begin in the spring of 2014. *I- 84 between Exit 46 (Milford) and Exit 34 (Lords Valley/Dingman’s Ferry) – Pike County – There is a single lane closure on I-84 West for two Bridge Deck Replacements. Anticipated completion - fall 2014. Lackawanna County: The SWB Rail Riders will have home games on the following dates and times. There may be traffic delays at the beginning and end of each game near I-81 Exit 182(Davis Street/Montage Mountain Road): No home games week of April 26 through May 3, 2014 Special Events: Moosic Little League Parade on Saturday, April 26 from 10 a.m. to 11 a.m. Traffic issues on Main St in Moosic. *SR 6/11 – Clarks Summit to the Wyoming County line - PennDOT will be completing an approximately $50 million rehabilitation of SR 6/11. In preparation for that work, contractors have begun replacing the liner of the drain pipes at Glenburn Pond. There is currently a single lane pattern in place in that area as crews complete the drainage work. From July 2014 to October 2017, crews will rehabilitate nearly 8 miles of road, from Clarks Summit to the Wyoming County line. As part of the project, 8 bridges will be replaced or rehabilitated, turning lanes will be added or improved, new signals will be installed or upgraded and the entire stretch of highway will be repaved. There will be various traffic patterns set up throughout the duration of the project. Anticipated completion – October 2017. *SR 6/11 – Clarks Summit: The sewer authority is completing a project in the Chinchilla area, The project will involve single lane closures in each direction with work 24 hours a day , weekdays only. Anticipated completion – June 2014 *SR 348 - Box Culvert Replacement, Mt Cobb, 1/2 mile East of Cortez Road. Work To begin in April and be completed by June. Detour will be in place for 2-3 Days over a weekend. The major work to excavate out old bridge and install the new box culvert will be performed on a 24 hour work schedule over a weekend in order to open the roadway to traffic for the weekly commute. Anticipated completion, June 2014. *State Route 407 Beginning on Tuesday, April 22 a contractor for PennDOT will begin repaving SR 407 (Abington Road) in Clarks Summit. The first section to be completed will be from the intersection of SR 6/11 to Grove Street. Work will begin at the intersection of SR 6/11 and during this initial phase, SR 407 Northbound will be closed, major delays are expected and they will most likely back up onto SR 6/11. For this reason, motorists are urged to seek alternate routes, such as SR 6/11 to Grove Street to Abington Road. This section should be completed in less than two weeks, so while there may be some short-term inconveniences, the final product will be a huge improvement to the road. After this initial section is complete, repaving will continue on Abington Road almost as far as the Lackawanna State Park. This work is part of a $4.8 million contract that will also repave portions of SR 690, SR 1001 and SR 2010 in the region. *State Route 435 over 348 in Elmhurst will be single lane for bridge repair until November 2014. *State Route 3011 (Keyser Ave) between Union Street in Taylor and SR 307(Morgan Highway) will have lane closures at various times and locations throughout the day for road reconstruction. Delays are expected. These upgrades to Keyser Avenue are part of a $10.4 million improvement project, with an expected completion date of October 2015. THE FOLLOWING ROAD WORK WILL BE DONE IN LACKAWANNA COUNTY DURING THE WEEK April 26th, 2014; WEATHER PERMITTING AND AVAILABILITY OF EQUIPMENT. BRIDGE WORK: Lane restriction S.R. 84 E.B.
