Sample Refusal Letter (used at Dolgeville Central School): Thank you for your hard work and dedication to Dolgeville Central School. In our experience with DCS, the administration, teachers and staff put forth a tremendous effort to educate our children well. With this letter, we wish to inform the Dolgeville Central School District of our decision to refuse to allow our child, _____________, to participate in the ELA and Math state assessments during the remainder of the 2013 - 2014 school year. This refusal also applies to any other state assessments in which the actual exam is not made available for the teacher’s use in furthering our child’s education. It is our belief that governmental statistic collecting and teacher evaluations should not be done at the expense of children’s anxiety levels and precious instructional time. We respectfully request that the school provide an alternative activity for our child during administrative sessions of testing. However, we understand that an alternative activity is not required on the part of the school. If you are unable to provide an alternative activity for our child, we would ask that you please utilize the provision of the NYS Testing Program Educator Guide to the 2014 Common Core ELA (Math) Tests which, on page 9 (page 7 for Math), explains “When Students Have Completed their tests…that student may be permitted to read silently.” We are reserving the option of removing our child from school during the test administration session depending on the emotional anxiety state of our child on the day of refusal and whether or not the school will provide an alternative activity for our child. Our teachers and administrators are highly qualified and dedicated. We trust that they act in the best interests of the children in our district, and we believe in the high quality of teaching and learning that occur at Dolgeville Central School. We hope our efforts will be understood in the context in which they are intended: to support the quality of instruction promoted by the school, and to advocate for what is best for all children.
