Security Manager Islamabad Position Available: Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (JHU-CCP) is the lead on the USAID funded Health Communication Project (HCP). The HCP is mandated to improve health-seeking behaviours and build the capacity of Government, civil society organizations and private partners to design, implement, and evaluate Social and Behaviour Change Communication (SBCC) interventions for improved maternal and child health care in Pakistan. JHU-CCP is seeking applications from experienced and qualified professional individuals for the following position: Security Manager (Based in Islamabad) The post of the Security Manager is a senior level position with the overall responsibility of managing a team of security personnel to ensure the protection of property, assets, and the safety of HCP staff. The Security Manager will guide the project management on key security issues and will assist in developing plans and policies for the smooth operation of the project in Islamabad as well as in Karachi and Lahore Office. The Security Manager will report to the Deputy Chief of Party and will be responsible for supervising any additional security staff. Specific Responsibilities: Take measures and put in place mechanisms and protocols to protect HCP assets and staff from any potential threat or harmful event. Perform services to assure the safety and protection of HCP property and personnel against injury or death, harassment or intimidation and loss or damage from any preventable cause including fire, theft, embezzlement, damage or destruction, trespassing, espionage, or sabotage. Maintain and update a property loss and prevention program. Establish and install key controls on departmental communication equipment and property access. Keep the confidentiality of the travel, location etc. about the staff and be able to provide advice on security issues before travelling. Monitor closely the security situation in Pakistan particularly Islamabad, Karachi and intervention districts and issue security updates frequently. Keep liaison and attend security meetings of the security forums of the development partners including UNDSS Evaluate incidents and determine course of action. Discover source of security breach. Install safety alarms, cameras and other necessary equipment around building perimeters. Report and track all security incidents. Conduct regular emergency training and evacuation exercises. Patrol building and ward off intruders. Supervise parking procedures. Supply security for events. Develop physical security responses. Manage processes for protecting classified, proprietary, and sensitive information. Install access control devices. Keep close liaison with security office of UN, USAID and other donor organizations and remain alert to any imminent or potential source of threat. Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments. Maintain communication with US Government security personnel as appropriate and ensure that security threats are communicated in a timely manner to HCP staff and collaborators. Other duties as assigned. Qualifications/Skills: At least Bachelor’s degree with additional courses in Criminal Justice, Public Administration, or other related subjects. Minimum 10 years of relevant experience as a member of police forces, federal security agencies or Pakistan Army. Should be familiar with the USAID security regulations. Experience of working on security position with USAID or its contractor will be preferred. Working knowledge of federal security laws, rule and regulations, criminal and fraud investigations, and physical security systems. Strong communication skills (written and verbal). Ability to handle delicate and/or sensitive situations effectively. Good judgment and problem-solving skills.
