Seems like it would certainly hurt more than doctors. Being a doctor is to be a business. And all of the regulatory processes that are being continually heaped upon that business, there are just more reasons why NOT to remain in that business; take ones skills elsewhere. That would mean no employment for the whole staff, and a reduction in the opportunity for service, a service that is becoming more limited because of the regulatory process.
