The Board now consists of Senior Advisor of the President in construction, power and mines affairs, former chair of the board, Minister of Finance, Minister Economy, Minister of Interior, Minister of Urban Development, Minister of Agriculture, Irrigation and Livestock, Head of IDLG, Kabul Mayor , leading private sector representatives and urban planning specialists. As a national priority, the Board formed the Dehsabz – Barikab City Development Authority (DCDA) in late 2006 as its authoritative and implementing body for New Kabul City Master Plan. The DCDA was tasked to pave the way, through mostly private sector-led activities, for the administration, design, documentation, marketing, implementation and maintenance of this exciting new economic hub for Afghanistan and the region. A number of European companies specializing in urban design, water management, and sustainable environment and landscaping, business strategies and energy resource management were commissioned to develop the conceptual master plan for the new city. Preliminary conceptual designs, initial feasibility, technical and economic impact studies and a 1:20000 model of future city were complete. With the assistance of Japan International Cooperation Agency (JICA), the master plan of the New City is now complete and endorsed by the Afghan Cabinet. The project is moving into the implementation phases and enjoys growing support from the national and international private sector as well as government agencies. DCDA as an implementing organization for Kabul New City is operating with a top level of professionalism. All DCDA staff are recruited in a highly competitive manner. It aims to build its capacity for implementation phase of the new city. Job Description ~~The Senior Business Administration Manager is responsible to: • Deal with all Commercial and Legal matters related to the activities of Marketing and Sales Division. Including preparation, review, execution and management of all relevant commercial and legal procedures for tendering, contract pre-negotiation and negotiation proceeding for development of KNC Parcels (consisting parcels on Government Land, Parcels on Private Land, Parcels in Partnership with Land Owners, Agriculture Development Parcels and Industrial Development Parcels); • Manage the preparation, consolidation and review of the commercial and legal terms and conditions of KNC Parcels’ Expression of Interest (EOI), Request for Proposals (RFPs) and Contracts Documents and similar tender documents in line with the existing rules, laws and regulations of Islamic Republic of Afghanistan, in close cooperation with DCDA’s Finance Division and Corporate Legal Department; • Initiate, manage and execute periodic housing, industrial and agricultural market surveys and the other necessary commercial surveys and analyze the results of those surveys in order to assess the need and impact of KNC Development in Afghanistan’s Urban development prospect in close cooperation with the Finance Division and Deputy M&S Director; • Liaise with Commercial, Finance & Procurement Division and Legal Department of DCDA and synchronize the commercial and legal terms and conditions of RFPs, Contracts and similar tender documents; • Prepare or review relevant procedures, guidelines and strategies for use within DCDA while undertaking the Evaluation, Pre-Negotiation, Contract Negotiation and NTP Award Process for development of KNC Parcels including but not limited to: Procedure for Revenue Collection of developers; Procedure for attracting private investment to KNC; Procedure for Pre-sales and Sales by KNC Developers … etc.; • Acts as the Commercial and Legal secretariat for the financial bid opening, commercial evaluation of bids, commercial contract pre-negotiation and commercial contract negotiations for development of KNC Parcels; • In close cooperation with MS Director and other Business Administrators for relevant parcels, manage and provide necessary assistance to undertake the Commercial Bid Evaluation Sessions, Contract Pre-Negotiation Sessions, Contract Negotiation Sessions and NTP Award Sessions between DCDA and relevant Parcels’ Developers • Ensures that all financial and legal decisions of the Contract Negotiation Meetings are incorporated in the final Contract Document for development of KNC Parcels. Similarly, ensure that all general, commercial and legal appendices and forms of contracts are well prepared, updated, managed and attached in the final contract document before signing; • Assist the administrative preparation and organization of Contract Award and NTP Award Ceremonies to private developers in close cooperation with relevant MS and DCDA Staff; • Assist the commercial submission and review of developers’ business plans, pre-sales, sales and financing evidences in close cooperation with DCDA Finance Divisions while overseeing the NTP Award process; • Participate in the meetings related to relevant commercial and legal matters of MS Division or development of KNC Parcels and prepare the minutes; • Supervise the prior NTP activities performed by Business Administrators in M&S for Parcels on Government Land; Business Administrators for Parcels on Private Land; Business Administrators for Parcels in Partnership with Land Owners and provide necessary updates of their relevant activities to MS Director, if necessary. • Report to the DCDA’s Director of Marketing and Sales and the Chief Finance Officer. Qualifications and Experience • At least Master’s Degree in any relevant field such as Finance, Economics or Business Administration; • Minimum 7 to 8 years of experience and 5 years of relevant experience in the fields of tender and contract management, procurement management, Public – Private Partnership and Stakeholder engagement with a satisfactory performance. • Experience in Tender and Contract Management, Procurement Management, Land Development Contracting or Public Private Partnership Agreement management is highly required. • Demonstrated experience in understanding of business plans and the operational strategies for commercial opportunities is highly preferable. • Candidates with relevant experience of work with the Afghan government are highly encouraged to apply. • Demonstrated experience in supervision of staff. • Ability to meet the deadlines. • Good analytical skills. • Familiarity with basic computer programs is a crucial requirement.
