Sergeant says : I suggest that a commission to be form in every school , the "punishment commission" . The membership of the commission should includes headmaster, discipline teacher, representative from PTA and staff from education department. The commission should held its meeting every Thursday ,and must be independent from the school management authority. The commission will hear complains from teachers on students on individual basis, consider the evidence and witness produced and pass a directive on each case The commission must publish its decision monthly to every parents and reports to the education department on a 3 monthly basis. The commission should be further derived into 3 other part, the research unit, execution unit and PR unit. Research unit will be tasked to research on the latest technologies of canes, ie, least strength needed , with no scar left on students and inflict 10times more pain with no permanent damage to the student The execution unit should have a Prison officer seconded every Friday, to cane convicted students. The PR unit should liaises with other commissions from other school to share updates on their research, etc. The chair of the commission must not be any one from school authority or PTA . So left us with no choice but to appoint the staff from education department. There should be an election annually to elect the commissioners , by the students. Each students carry one vote, prefects carry 10 vote weight due to their special position. A student who does not satisfy with the result may appeal to district level commission, then state, then federal. 3 times appeal is the limit, Commissioners are not entitle to salary, but allowances base on KPI.ie, if a student was sentenced to 10caning, then those commissioners who were in favour of the caning and voted for it will get 10x RM 1 from the government.
