Service Chiefs May Be Serving Illegally Dear Editor, I would like to commend the Service Chiefs for handling the transfer of power from Edgar Lungu peacefully. I am, however, disturbed to note that these men in uniform are actually working illegally. The nation needs to be reminded that the late President Michael Sata gave the commanders of the Army, ZAF, ZNS and ZP three-year contracts from the time he was elected. This three-year contract has since elapsed and we are left wondering who gave them new contracts and when was this done because we are well aware that Sata was ill for most of the year and could not, therefore manage to chair the usually 10 hour Defence Council meeting as Commander-in-Chief. Extension of contracts for Service Chiefs are made during this quarterly council meeting that is chaired by the President himself. The inability by Micheal Sata to appoint a Deputy ZAF Commandant after the tragic death of Maj Gen Muliokela Muliokela early this year further strengthens the fact that no Defence Council sat to extend the Service Chiefs contracts because if this had happened, there would have been promotions of commissioned officers in ZAF, ZNS and Zambia Army but this has not been done because no Defence Council meeting has been held in 2014! We are also very aware the Micheal Sata was opposed to the previous practice of allowing defence commandants to serving on contracts saying “…how can you have a situation where Chief Justice is on contract, Army Commander on contract…” it is for this reason that we are convinced that these commandants took advantage of the President’s incapacity to stealthly award themselves contracts. This said, we are left wondering as to who gave these Commanders new contracts. Was the Defence Council chaired by Christine Kaseba, Mulenga Sata, Edgar Lungu or the chief wine taster Chikwanda or Sata himself from his Nkwazi House sickquarters? If the Defence Council did not sit (which is highly possible) then the Service Chiefs should stop working as it is treasonable for someone to command the armed forces of a sovereign nation without authority! On behalf of Zambians, we challenge the service chiefs to come out in the open and explain how and when they were given new contracts.
