The smaller diameter pvc pipe goes inside the larger diameter pvc pipe. According to the video maker, this is a very powerful supercapacitor or ultracapacitor. Makes you realize how ripped off we can be when purchasing ultracapacitors. But watch out because these things can fry you. Either that or its a hoax video.
