Since the shooting of the Budget Director in the Ministry of Finance Mr. Paul Mphwiyo on 13 September 2013 the nation has been shocked by revelations of massive plundering of public resources. Government critics have blamed the procurement system followed in government which allows civil servants to operate businesses as well as supply goods and services to government. However, government players and other proponents have argued that Section 29 of the Malawi Constitution stipulates that ‘Every person shall have the right freely to engage in economic activity, to work and to pursue a livelihood anywhere in Malawi.’ Against this background, Zodiak Broadcasting Station with funding from the National Association for Suppliers of Stationery and Office equipment (NASSO) has organised a public debate to discuss how the current Malawi Government procurement system has contributed to the misappropriating of public funds.
