Site Allocations - The consultation is from Monday 3rd June and closes at 5pm on Monday 29th July 2013. Following extensive public consultation within the parish, the Parish Council have submitted the following responses to Leeds City Council. Residents are reminded that you can still have your say upto 5pm of Monday 29th July 2013. leeds.gov.uk/council/Pages/Site-Allocations-Plan-%E2%80%93-Issues-and-Options.aspx PARISH COUNCIL RESPONSES TO HOUSING QUESTIONNAIRE __________________________________________________ H1. Do you agree that the sites that have been identified as `green` represent the most suitable sites to consider allocating for future housing development? Yes Reason: Barwick in Elmet and Scholes Parish Council; believe that site 4068 identified in the consultation as green, would be acceptable due to its size and proximity to the existing settlement. It is the Parish Councils opinion that it would be a suitable site to provide elderly housing accommodation due to the proximity to existing properties of this nature, and also the local amenities; Manor House Community Centre, St. Philips Church and Scholes Village Hall. H2. Which sites do you disagree with and why? Please give site reference and reason. Not applicable. H3. Do you think a site that is not colour coded green should have been? If so, please give site reference and reason. Barwick in Elmet and Scholes Parish Council do not believe there are any other sites within the parish that fit Leeds City Councils, description of a “green” site as detailed in the consultation documents H4. Do you agree that the sites that have been identified as `amber` represent sites with potential for allocating for future housing development? No If So, please give site reference and reason N/A H4a. Do you think that the development of a new settlement at Spen Common Lane, near Bramham could be delivered sustainably and represents a better alternative than the amber sites? Barwick in Elmet and Scholes Parish Council believe the Spen Common Lane Site is a viable sustainable alternative and would support any proposed development of the Spen Common Lane site as an alternative to the development of sites 1034, 1134, 1057 and 1064. H5. Which sites do you disagree with and why? Please give site reference and reason. Site – 2134 – Scholes, Rakehill Road PAS Site Barwick in Elmet and Scholes Parish Council do not believe SHLAA site 2134 should have been designated as an amber site, it is our opinion that site is totally unsuitable for development for a variety of reasons; the site would have a disproportionate over massing effect on the existing settlement, removing its existing “village” character and sense of community, creating a much more dormitory, sub-urban settlement. The scale of the potential development and its location would damage the way of life of its current residents and erode; if not destroy the character and of the existing settlement, which uniquely means a large proportion of residents are able enjoy open views of the surrounding countryside. The physical and social infrastructure of Scholes means the site is totally unsustainable. There is inadequate highways infrastructure in the village to support the addition of a further 1700+ cars. The primary school is at capacity, there is a poor bus service, there are few shops, limited medical facilities, and there are no permanent recreational facilities for youths aged 11 to 18 years old. The village suffers from fluvial flooding and drainage surcharge at times of high rain fall. Any significant development on the scale of Site 2134 would exacerbate these issues. While the site was designated as PAS in 2006 UDP and is currently designated as “Green Field”, the Parish Council believe this designation to be wrong and as such the site should be afforded the same consideration as a greenbelt site, as there is little or no evidence to support its “Green Field” status. It is with this in mind the Parish Council would object to any proposed development of the site and recommend that the status of the site be amended to “RED. Site – 1134 – Aberford Road, Barwick in Elmet Barwick in Elmet and Scholes Parish Council do not believe SHLAA site 1134 should be designated as an amber site. It is our opinion that site is unsuitable for development as the site is in Greenbelt and the development sets a precedent for further encroachment into greenbelt beyond the curtilage of the proposed site as there is no defensible boundary to the north. The site would have a disproportionate over massing effect on the existing settlement and neighbouring streets removing its existing “village” character, damaging the sense of community, creating a much more dormitory, modern sub-urban settlement, incongruous to the surrounding buildings and dwellings. We also note that the inspector of the 2006 UDP refused the proposal to remove this site from the Greenbelt. There is a currently inadequate highway infrastructure in the village to support the addition of a further 320+ cars, the primary school is near capacity, there is a relatively poor bus service, there are only a few shops, limited medical facilities, and there are no permanent recreational facilities for youths aged 11 to 18 years old. The site has access issues; in that the Potterton Lane is narrow and inaccessible for large vehicles and indeed is inappropriate for a high number of additional resident vehicles that such a development would create. The site also borders the existing conservation area in Barwick development would spoil the historic landscape and views of the 1000 year old church and Maypole on the village landscape. It is our view it would damage the aesthetic character of the village. Finally according to a report by Yorkshire Water the existing sewerage system within the village only has capacity for a further 20+ houses, a development of this size and scale would require significant drainage works to make the site sustainable. Development would exacerbate fluvial flood risks in and around the local watercourses such as Rake Beck and Cock Beck. The Parish Council would object to any proposed development of the site and recommend that the status of the site be amended to “RED. Site – 1057 – Site Near former Railway Station Barwick in Elmet and Scholes Parish Council do not believe SHLAA site 1057 should have been designated as an amber site, it is our opinion that site is unsuitable for development as the site is in Greenbelt and the development sets a precedent for encroachment beyond the defensible boundary of the former rail line. Parish Council would object to any proposed development of the site and recommend that the status of the site be amended to “RED. Site – 1064 – Site behind Scholes School near Wood Lane Barwick in Elmet and Scholes Parish Council do not believe SHLAA site 1064 should have been designated as an amber site, it is our opinion that site is unsuitable for development as the site is bordered on three sides by Greenbelt and the development sets a precedent for encroachment towards the urban fringe we also note that this land is highlighted in as a “strategic gap” in the East Leeds extension and the potential East Leeds Orbital Route. Parish Council would object to any proposed development of the site and recommend that the status of the site be amended to “RED. H6. Do you think a site that is not colour coded amber should have been? If so, please give site reference and reason. None. H7. Do you agree that the sites that have been identified as `red` are not suitable for allocation for future housing development? Yes If so, please give site reference and reason Barwick in Elmet and Scholes Parish Council agree that the sites designated Red have been given the correct coding within the consultation documents. These site are 1089, 1139, 1164, 1271,1367, 1368, 3317, 3325 and 3375. The Parish council do not support or endorse the re-coding of these sites to either amber or green in any subsequent iterations of the site allocations plan. H8. Which sites do you disagree with and why? Please give site reference and reason. None H9. Do you think a site that is not colour coded red should have been? If so, please give site reference and reason. “Same Response as H5” H10. Do you think there are other more suitable sites not shown on the plan that could be considered as future housing allocations? If so, please supply details – address and site plan. No comment. The Site Allocations Plan will need to also identify phasing of housing allocations (see Volume 1 page 18 ). The phases are: Delivery/development in the short term, 0-5 years, Delivery/development in the medium term, 5-10 years, Delivery/development in the long term, 10 + years H11. Do you think any particular sites should be developed in the short, medium or long term? If so, please state site reference of site and phase (short, medium or long term) and why. No comment. H12. Do you think that any sites being considered in this area could be suitable for gypsy and traveller site use? Please state reason, and list site references of any specific sites. There are no suitable sites in this area for this kind of accommodation. H13. Do you think there are other more suitable sites not shown on the plan that could be considered for future gypsy and traveller site use? If so, please supply details – address and site plan. There are no suitable sites in this area for this kind of accommodation. H14. Do you think that any sites being considered in this area could be suitable for use solely or in part for elderly housing accommodation? Please state reason, and list site references of specific sites. Barwick in Elmet and Scholes Parish Council; believe that site 4068 identified in the consultation as green, would be acceptable due to its size and proximity to the existing settlement. It is the Parish Councils opinion that it would be a suitable site to provide elderly housing accommodation due to the proximity to existing properties of this nature, and also the local amenities; Manor House Community Centre, St. Philips Church and Scholes Village Hall. It is the Parish Councils wish that if possible these properties are for existing residents of the Parish. H15. Do you think there are other more suitable sites not shown on the plan that could be considered for elderly housing accommodation? If so, please supply details – address and site plan. No comment. Do you have any other comments? The majority of proposed SHLAA sites within the Parish of Barwick in Elmet and Scholes are situated either in Greenbelt or adjacent to Greenbelt. It our understanding that neither the NPPF, Leeds City 2006 or 2009 UDP or the emerging LDF Core Strategy make provision for large scale development within greenbelt, as such we can neither support nor accept greenbelt development within our parish.
