Situation of Informal workers in Bihar- Issues and Challenges - NASS Bihar State Convention On 15th October 2014 NASS organized a huge convention in Patna addressing the livelihood and social security situation of informal workers in Bihar. The convention took place at Rabindra Bhawan and was attended by more than 1200 informal workers and leaders across the state of Bihar. Dignitaries from the labour department also attended the meeting. Mr. Sanjay Kumar Bihar Labour Secretary and Mr. Suresh Kumar Sinha Labour Commissioner were present at the convention. Labour Minister of Bihar Mr. D.C Goswami graced the occasion as a chief guest. Addressing the worker leaders Labour Secretary Mr. Sanjay Kumar discussed the following points during the meeting. He told that in 24 districts of Bihar insurance companies have been hired and the end of November all 38 districts will hire insurance companies. He also said that uptill now only 50% of the families are covered till date but the government is aiming to cover almost 1 crore families by this year. New categories of workers which will be added are MNREGA Workers, Street Vendors, Rag Pickers, Rickshaw Pullers, and Auto Drivers, Beedi workers, Construction labors, Coolies, Mine workers & Domestic workers. Registration of construction workers in the board of Building and other construction workers welfare board is going on in all districts and the number of registered construction workers has increased drastically in the current year. The government is also giving Rs 15000 to already registered construction workers for purchase of tools and bicycle. Labour Minister of Bihar Mr. DC Goswami said that Bihar is not lacking behind any other state. He said that he visited Mumbai to see 5 different places of labour markets and in two days met around 15000 workers from Bihar working in Mumbai. He said that the matter of child labour is very fragile for the state of Bihar and the government is taking concrete steps to reduce this. RSBY implementation is also a priority for the Bihar government, from this year onwards RSBY will be extended to the unorganized workers in Bihar. Other updates on RSBY given by him include the demand of the Bihar government to increase the RSBY limit to Rs 1,00,000 and the workers registered in RSBY will get the benefit for three continuous years. Workers in Bihar can also take benefit from the Mukhyamantri Swasthya Bima Yojana The government is has made provisions to provide compensation to immigrant workers who are working outside the country also social security provisions have been made for these workers. The government plans to make the Unorganized Workers Social Security Board of Bihar. The government is organizing the registration camps for Construction workers board twice a month as a result of this the number of registered workers in the board has risen drastically from 22000 to more than 2 lacs this year.
