Smoke Detector Installation All residential premises must be equipped with at least one smoke detector by 8 March 2015. Smoke detectors in the house (apartment, house) Installing a smoke detector should enable • detecting the smoke at the beginning of a fire • and immediately issue a beep to wake a sleeping person. Required specifications The smoke detector must be provided with the CE mark and comply with the European standard EN 14604. Using ionisation detectors are banned because they are radioactive. Note: there are specially adapted detectors operating with a light or vibrating signal for the hard of hearing. Obligation for installation – rental property The detector must be supplied and installed by the homeowner, by 8 March 2015. Before that date and if the property is occupied by a tenant, the property owner must, • either provide the sensor to the tenant • or, refund the purchase price. In both cases, it is up to the tenant to proceed with the installation of the detector. The detector should be installed preferably in a corridor leading to the rooms. It must be securely fixed to the ceiling and at a distance from other walls and vapour sources. As of March 8, 2015, checking the presence and proper operation of the detector will be made at the time of rental The obligation of maintenance and replacement of the sensor belongs to the occupant. Thus, in rented accommodation, the renter must ensure at start of the lease, that the sensor is working by checking and replacing the batteries or the detector (in case of default), unless the lease is: • a seasonal lease, • or sheltered housing, • or a hotel residence, • or staff housing, • or a furnished apartment. In these units, the obligation to verify the correct operation of the detector lies with the owner. Provision of proof to the insurer The tenant or owner who occupies the slot should notify the installation of the detector, by delivery of a certificate to the property insurerer. In order to enforce this new law, it is likely that insurance companies will be asked to make smoke alarms a condition of their home insurance policies, to put pressure on householders to buy and maintain detectors. Do check with your insurance if this is so for you. You may then need to provide basic information about the smoke alarm to your insurer. Use the text below to communicate that information.
