So, here is the revised Agreement Between the Board of Education and Superintendent - er... I mean... the Board of Education Guidelines that was painfully and deliberately discussed at the BOE retreat. This document is also known as the Side Agreement. For the record, the new BOE members, in general, saw little purpose or value in this document, with good reason, as Knox County Law Director Bud Armstrong said, The contract attempts to delimit the duties and powers of the BOE as set out in statute. It is elementary law that no agreement can constrain the statutory duties and obligation of a BOE member. But the facilitator would not rest until she filled her flip charts with things to keep and things to change in this document.
