So my short lived volatility meter composed of sticky notes with a high, a low and an arrow to mark the level wasnt so far fetched in importance nor as complicated as outsourcing the processing to a centralized non local algorithmic database. This link shows that an early warning system has been devised using call data to alert the affected user and those in the vicinity so they can take measured steps to mitigate the impending panic or else risk an unwanted situation if conditions dont rectify themselves by others accidental or intentional involvement.
