In the case of being asked by a citizen about what hes doing in the car, Im fairly certain that he cannot give away a confidential reason for driving a car. Also, this piece of legislature went into effect only 4 years ago. While Im fairly certain that things like this are required to be taught to officers, I would not be surprised if that information was missed. Some counties use outdated practice because they missed the memo, not because they dont care. That being said, there are also some cops who dont care about the update to laws and want to keep doing things they way they have been and they hope nobody notices they cant do that anymore. Still, I feel that cops deserve the benefit of the doubt. If hes in an unmarked car, he probably has a good reason.
