Society, Crimes and Law with Special Reference to CHT The world is full of criminals. Civilized and peace-loving societies make law to prevent criminals from disturbing security and peace of common people in society. They entrust law-enforcing agencies, like police, with the responsibility for maintaining law and order in society. If law-enforcing agencies fail to carry out their responsibility for their inefficacy, all common people in society become vulnerable to criminals. If law-enforcing agencies are corrupt and gang up with criminals, all common people in society become vulnerable to criminals. Here both law-enforcing agencies and criminals are criminals. If law-enforcing agencies are efficient but not independent i.e. act under political pressure of the Government or of some powerful groups, opposition of that Government or that groups become vulnerable to criminals. Here the Government or that groups and criminals are criminals. Like Bangladesh opposition party BNP is vulnerable to criminals, especially ruling Awami League criminals. If law-enforcing agencies are racially or religiously or both biased and prejudiced against a particular group of people in society, people of that group become vulnerable to criminals. And if the Government does not take any appropriate legal and administrative action against those racially or religiously biased and prejudiced law-enforcing agencies or members of law-enforcing agencies, people of that group become absolutely vulnerable to criminals. Criminals commit crimes against the people of that group with impunity. Crimes with impunity increase the morale and courage of criminals. So they commit further crimes against them and thus they become professional criminals. Here the Government, law-enforcing agencies and criminals are criminals. The Government of Bangladesh, Bangladesh law-enforcing agencies and criminals (here Bengali Muslim settlers) are criminals — they commit crimes, like genocide, rape, land grabbing and the like, against indigenous people of CHT with complete IMPUNITY because of their racial and religious prejudices against them. Why do they so? Because of their Islamization Policy against them in CHT. Difference between rape in other countries and rape in CHT (Bangladesh) In other countries rapist and rape victim can be of any religion and any ethnic background, rapist is brought to book and justice with rape victim is done (general principle -- there may be exceptional cases). In CHT (Bangladesh) rapist is always Bengali Muslim and rape victim is always non-Bengali and non-Muslim (indigenous woman). Rapist is never brought to book and justice with rape victim is never done. Here rapist does his job with impunity i.e. here rape is sponsored by state. There is no any example in CHT where a non-Muslim indigenous man has raped a Bengali Muslim woman. Rape of indigenous girls and women in CHT with impunity Series of rape of indigenous girls and women by Bengali Muslim settlers with impunity in Chittagong Hill Tracts raises some fundamental questions: 1. What the Government of Bangladesh/administration is doing to prevent such rape against indigenous girls and women? 2. Why doesnt the Government punish the rapists? 3. Is rape being used as a weapon against the indigenous people to achieve some specific political interest? If yes, is it valid in view of international human rights standard and law? if not, why impunity with the rapists? 4. Does Bangladesh have the right to continue perpetrating crimes, like rape, demographic invasion, land theft and the like against the indigenous people with impunity? 5. Why the world is silent over the issue despite repeated calls of the indigenous people for justice?
