Solicitude in Azawad and geopolitics, pt. 3 The major solicitude is the menace of terror by self-proclaimed jihadists. It has to be stated that today the amount of katibas composed by tuareg outnumber the foreign katibas. Although France is explaining that they were able to diminish terrorism - their ransom money for the hostages of Arlit enabled the formation of these tuareg katibas. – First priority is the menace by terrorists • There are 4 tuareg katibas who are currently operating in the area. One of them specializes in elimination of people who will work against their objectives. They put up a list of all active military members of the MNLA aiming to execute one after another. • South of the Adrar massif there are 3 terrorist bases. They are equipped with motorcycles and cars. • The road between Kidal and Aguelhoc via Tessalit has become impassable to the civil population. During the past two weeks two civil trucks blew up between Aguelhoc and Inhalil. • Since a couple of days people who live in the Aguelhoc and Télabit areas have been menaced. • The terrorists will beat them, their pictures are being taken, their names and the names of their children are being written down. • The population of Aguelhoc cant leave the village anymore, not even for the wade Elewidj just 3 km to the east, from Sawane to the east past Almamass and Intanhert towards Tamataylalt and Tagharabat past Intawake where the important base is located. Given all these occurrences the perspective for the next stage is also unsettling. There are already indications that the terroristes are bracing themselves up for the attempt to crushall by targeted assaults and assassinations. This strategy - established bei AQIM - will be the attempt to show the world that this territory cant be secured. And they will continue to infiltrate all in order to try to eliminate all people who dont support them. – The second priority is the question how the region, how the situation can be managed. • The terrorists strategy is also a chance for the other movements that maintain this terrorist move. They will use it as a means of pressure to regain power. • This points at the headship of the MNLA, aiming to destabilize the whole of the MNLA. • The MNLA however is the only popular movement in Azawd that has never changed his objectives regarding international law. If the MNLA should be destabilized French and Tchadian operations wont help anything. There would be no more authority able to secure the sites against the terrorists.
