Some comments claim the non-expert people in the room are stupid. Perhaps, but it is a special kind of stupidity that is made up of arrogance. These people are smart in other ways, but are unable to listen to other areas of expertise. I have sat in meetings in which several mutually-exclusive technical attributes of a complex system are conflated into an impossible set of requirements. Usually there is a business school graduate or history major at the head of the table. This person knows how to do personnel or organizational management, or even finance. Those topics have aspects of elasticity and topology that allow stretching and reconfiguring in a way that the physical world does not allow. Technical experts know some real limitations that must be worked around.
