Some fun facts about Lithuanian arts: Since 1991 the process of developing freedom of expression not connected with political resistance has been underway. Previously all art was state controlled and all instruments had to be licenced and performances subjected to censors. Unlicenced possession of an instrument constituted resistance and was as such a felony. Since 1998 there has been democratic state arts funding for project based individual enterprise, but it still favours large scale civic works and architectural conservation. Museums are considered under arts. Arts management is a newish concept as potential audiences are only developing in an organic sense. Artists of particularly alternative music were considered the most dangerous to communist ideology for a number of reasons, and were frequently failing the performance censor, getting jailed for years, or even disappearing. Visual art hadnt been popular except in an applied practical sense. But this is changing and Lithuanian visual arts has a vibrant and growing community.
