Some have argued that we are blaming the firefighters for San Bernardinos financial woes. We dont blame the firefighters, only the dysfunctional approach that the city is mandated to use when determining public safety compensation. Section 186 locks those salaries into the salaries of 10 other comparably sized cities in California. However, other than their size, these cities do not resemble San Bernardino. For one, they are much wealthier cities with substantially higher per capita income and cost of living. San Bernardino needs to use the same approach to setting public safety salaries that EVERY other city in California uses - collective bargaining. This will allow the City to negotiate with public employee representatives on agreements that work for the City and public safety employees and that take into account the unique needs and resources of San Bernardino. While Section 186 is not the cause of the Citys bankruptcy, but it has been a contributing factor.
