Some more of Bushs political logic: We want anybody who can find work to be able to find work. Its very important for folks to understand that when theres more trade, theres more commerce. If affirmative action means what I just described, what Im for, then Im for it. The past is over. Might be missing a hidden premise or two to qualify as a tautology, but I think this advanced one deserves a mention: Tribal sovereignty means that; its sovereign. I mean, youre a -- youve been given sovereignty, and youre viewed as a sovereign entity. And therefore the relationship between the federal government and tribes is one between sovereign entities.
