Some of the key outcomes and highlights of Myanmar Peace Process in 3 years since August 18, 2011 By U Hla Maung Shwe, a principal adviser to Myanmar Peace Centre (MPC) August 18, 2014 • Adopting a federal system to govern the future Union of Myanmar: one of the most significant outcomes of the peace process – the ceasefire negotiation- over the past three years is the agreement to implement a Union based on a form of federal system in accordance with the outcome and decisions of the anticipated political dialogue. • Mandate of NCCT from Laiza and a parallel process of framework discussion: The summit of ethnic armed organizations in Laiza, KIO headquarters, gave a stronger mandate to Nationwide Ceasefire Coordination Team (NCCT). Such stronger mandate empowers NCCT with a responsibility to undertake a parallel process of discussing a framework for political dialogue in conjunction with the ongoing preparation for Nationwide Ceasefire agreement (NCA). • President`s directive on the political dialogue: In future political dialogue, President Thein Sein, who is also the Chairman of UPWC, opens a door allowing a discussion of any issue except the issues of secession from the Union and national sovereignty. • Inclusive political dialogue: The inclusive political dialogue, attended by all relevant parties, stakeholders and constituencies considered to be participating, must be held either in January or February of 2016. Such meeting would result in adoption of in-principle agreement to lock in the peace process ensuring the continuation beyond 2016. • Political Pact: All relevant political forces, who participate in the political dialogue, should attempt to hammer out a political pact, as the eventual outcome of the peace process, which is the most important one. • Key political figures: hoping that respected political figures such as Daw Aung San Suu Kyi, U Khun Tun Oo, U Aye Tha Aung, U Sai Aih Pong, Dr. Aye Maung, Dr. Tu Ja would join the future political dialogue.
