Someone please explain to me if a manager of a building on 39 S Main Street at Omni staffing building can put a lock on a Waste Management dumpsters? I dont believe that WM put on these locks and where are the tenants above supposed to put their trash? Its a homemade lock and it is disgusting and has been reported.
