St. John Video Clip #2: “My campaign, dubbed The Roach Approach, has always had a strong focus on education. It reflects my history as a student of both public and parochial schools here, my work as Legal Counsel to the Department of Education, my work as Executive Director for the Board of Education, my work as an adjunct professor at the University since 1999.” “I noticed a provision in the Hotel Development Act designating $20,000 annually in scholarships for student to pursuing hotel management studies. In my mind, that provision should be no less than $100,000.00. I prepared the necessary amendment for Legal Counsel, convinced my fellow colleagues of the need for the change, and that is now law after the Governor’s signature.” “I have proposed a change to the Economic Development statute to provide that each company receiving tax benefits would provide in addition to their other responsibilities an annual scholarship reflecting the amount necessary to fund at least one student a year to study at the University of the Virgin Islands.” “I was one of the primary sponsors of the bill to return millions of dollars being held by the Retirement system having been deducted from the payment of Retroactive monies owed retirees. These monies had been held since 2010. The issue was headed to court—which would only have drained even more revenues from the beleaguered system in unnecessary legal costs and fees. As a result of the bill’s passage, thousands of retirees have now received their payments.” “I believe that it is my recognized interest in saving GERS, this vital entity which plays such a critical role in our economy that our President, Shawn-Michael Malone has appointed me to the Legislature’s Pension Reform Task Force, a bi-partisan group whose goal is to have meaningful pension reform legislation passed before the banging of the gavel to signal the end of this body.” “The Roach Approach means that I listen well always trying to understand what is the problem or challenge in a particular instance and how to bring systemic, long-lasting, impactful change.”
