State house of assemblies (legislative arm of government) want autonomy and refuse if for Local Governments (an executive arm of government). Only in Nigeria. If Local governments are truly democratic, why is it such an issue to grant them autonomy. Governors receive LG funds and can withhold the funds indefinitely, use them for elections or fund personal projects. Which would hinder development and issues which identify specific to any LG. If truly Federal was to use it against opposition states, will it go unnoticed? How many people know that state governors use Local government funds to blackmail chairmen, fund elections and personal projects. If the money is received by state and then paid to LGs, why is it such a big deal to pay it straight to the LG, is it not their money any way, autonomy in this case just means, a reduction in red-tape or bureaucracy. Apparently the bureaucracy is needed.
