State wants to wreck devolution, claims Khaniri Tuesday, June 25, 2013 - 00:00 -- BY HILTON OTENYO SENATOR George Khaniri has accused the government of plotting to create a crisis in county governments through haphazard transfer of functions to the devolved units. Khaniri said the announcement last Wednesday that all functions under the Fourth Schedule be transferred to counties with effect from July 1 is meant to make the governments appear ineffective. He said the move on functions was part of the wider schemes by the Jubilee government to suspend county governments. Khaniri said that the plot will counter the campaigns by the senate to give itself more powers on protection of devolution. “You cannot expect the counties to effectively handle the functions such as health, agriculture, tourism and transport without adequate funding,” said Khaniri on the phone. “We want to tell the President that Kenyans are able to read through his scheme. We will continue telling Kenyans what should be done to ensure full implementation of devolution,” he said. He cautioned governors to be careful as they can easily have their governments suspended for not performing. Khaniri said the counties cannot fulfill their objectives to the people under the current funding saying they are yet to develop structures. He said the functions outlined in the Fourth Schedule should be gradual. Khaniri accused the president of trying to divert attention from his controversial signing of the division of Revenue Bill into law terming it unconstitutional. He said his assent to the Bill is likely to create crisis in counties.
