Streamline CAPD ration distribution MAJORITY OF people in flood hit Srinagar are doubtful about the officially announced free ration supplies in the wake of devastative floods. No doubt CAPD department dispatched fleet of rice loaded trucks to various destinations for rational distribution, according to official announcement. But most of the real card holders did not get the supplies. Reasons unknown: Questions assuredly arise here. In whose hands the ration supply had gone in last remorseful month? What kind of delivery mode the ration recipients had adopted? Had there been any accountability of supply system? Had everyone been covered in terms of announcement? Or it was all wishy-washy? The CAPD department could give the right answer. If we look back prior to catastrophic events in the form of destructive floods, the ration supply system was felt by masses irrational and troublesome as many ration card holders were not getting genuine quantum of their demand from their respective CAPD’s designated Sale Out-lets despite making rounds together and chasing the storekeepers . It is absolutely unwise to attribute this fault to government or CAPD department but to those officially authorized storekeepers who could be blamed of mess etc. To put on right track the healthy rational ration distribution system, the CAPD department should revisit it’s in vogue system of distribution. For each CAPD sale outlet, a separate team headed by a Nodal Officers be constituted to monitor the ration supplies. Simultaneously it be made obligatory for each storekeeper of sale outlet to display a stamped list containing the complete and correct details of Rice, Sugar and Flour fetched on indent from store godowns according to demand and it’s distribution made reflecting card holders inputs.
