Sumbuk: The three days long extensive training programme on Village Water and sanitation and Village Water Security Plan was conducted here at conference hall of BAC Sumbuk organized by Capacity and Communication development Unit (CCDU) of State Institute of Rural development, Karfectar (SIRD Sikkim) on 4th June 2013- 6th June 2013. During the training programme 74 VWSC members of all the five Gram Panchayat units under melli Block Administrative centre, viz. Sadam Suntoley, Mellidara Paiyoung, Turuk Ramabung, Lungchok- Kamery and Sumbuk Kartikey actively participated. The training programme was inaugurated by Shri H.K.sharma, Director SIRD. In his inaugural address informed that the Water security is a very sensitive issue and area of thrust were we have to give more and more focus, so this training is very important. This training will mound the VWSC members concept on water security, priority of the water related works, water borne diseases. He urged all the VWSC members to be very serious and take maximum benefits out of it. During the technical sessions Arbind Thapa, field Facilitator, BAC, Dentam west Sikkim explained on the different pros and cones of National Rural Drinking water Quality and surveillance programme (NRDWQSP), need of formation of VWSC in GPU, the responsibility of VWSCs for the preparation of Village Water Security Plans and the different other surveillance of related issues. He explained the process and procedures of the preparation of the village water Security Plan by VWSCs followed by the group exercise and presentations. The next session on challenges of water quality was taken by Sandeep Khatiwada, Assistant Engineer, BAC, Sumbuk. In his presentations he highlighted on the water quality issues, different kinds of water bone diseases, different levels of risks and vulnerability, different control measures to provide the safe and potable water. The presentation was followed by the group exercise and presentation. The third session was on the artificial recharge methods of springs, streams under Dhara Vikash activities for the rejuvenation of the existing water bodies taken Suren Mohra, FF Sumbuk. The second day started with the explanation of the different templates to be filled by the VWSC while preparing the Village water security Plan in their respective Gram Panchayat Units in future by Pem Norbu Sherpa, FF Kaluk, west Sikkim. He explained all the templates with the practical sessions, group exercise, GPU wise exercise. Then the team was taken to Tuk Khola (stream catering drinking water to Sumbuk and lungchok GPU) for the transit walk ( source to mouth) mapping and demonstration for the filling of templates and to prepare the village security plan as well. Sandeep Khatiwada, , AE BAC Sumbuk, Asish Gurung, Panchayat Inspector , Pem N.sherpa, Suren Mohra, Bantu Pradhan, TA BAC Sumbuk were the facilitators in the field. The VWSC members were explained the ideal structures of in take, sedimentation tanks, pipe connections, places of contaminations, community reservoirs, household storage and uses. The entire field work was very helpful for the team members. The third and final day started with the field report presentation by the team members of previous day followed by mapping, PRA and GPU wise preparation of Village Water security plan. The VWSCs of different GPUS prepared plans to do survey, mappings and priorities the work. During the valedictory session Shri Dinesh Pradhan, Block development Officer Sumbuk BAC was present as the Chief Guest. Addressing the valedictory session he urged the VWSCs that the at GPU levels there are so many other committees but, VWSC is the most important among them. The role responsibilities and their presence is very important in GPU levels. He requested to make the VWSCs functional Commities, keep meetings every month for the batter water security and good operation and maintenance mechanism. He also stressed to make ourself alert on the water quality issues. He urged all the plumbers appointed at GPU levels to collect the water samples and sent to Water testing Lab at SIRD for which BAC will provide the travelling and expense and other expenses. Two of the participants Bina Sharma of Mellidara paiyoung GPU and Purna Kr. Dahal of Samad Suntoley Gram Panchayat unit shared their experiences of the training at the valedictory function.
