Summary of the Laiza summit: NCCT members held a summit in Laiza, the headquarters of KIO/KIA, in Kachin state on 25-28 July 2014. About 90 representatives from 16 ethnic armed organizations attended the summit. This is a third summit held by ethnic armed organizations, the first summit held in Laiza, Kachin state on Oct-Nov 2013, the second summit held in Law Khee Ler, Karen state on Jan 2014. Representatives of the NCCT members agreed 10 points as a negotiation guide at the last day of the summit on 28 July. NCCT will use the 10 points guide line when NCCT meets UPWC next month. The summit also agreed to form 5 committees. They are: (1) Political dialogue leading committee (2) Preparing committee for ceasefire monitoring process (3) Working committee for drafting political dialogue framework (4) Preparing committee for conducting military code of conduct (5) Working committee for humanitarian and resettlement program Representatives also discussed about the signatory on NCA when EAOs and Government sign nationwide cease fire agreement. UPWC proposed 8 groups such as Hluttaws (lower and upper house), Government, Army, political parties, EAOs, Business, CBOs/CSOs, Academics but NCCT see Hluttaws, Government and Army are the same group. As well, NCCT think that business and CBOs/CSOs dont need to directly involve in the signatory process, but they can participate in other level process. NCCT proposed only 3 groups such as Government, Ethnic Armed Organizations and political parties for the signatory in Nationwide Ceasefire Agreement (NCA). After the NCCT summit, the NCCT met non-NCCT member organization such as All Burma Students Democratic Front (ABSDF) and Restoration Council of Shan State (RCSS) on 29 July. ABSDF agreed the 10 points negotiation guide line and would participate in the nationwide ceasefire process. RCSS representatives have to report back to its headquarters. Representatives from United Wa State Party/army (UWSP/A), National Democratic Alliance Army (NDAA) and National Socialist Council of Naga land - Kapalan (NSCN-k) didnt attended the summit even though NCCT invited those armed organizations.
