Super deceitful headline. Detroit has been turning off the water of people who are WAY behind on their water payments for the past six months, 3k customers at a time, then turning it back on when they catch up. They are NOT turning off 150k peoples water all at once, there are just 150k people who arent paying their water bills. And the strange use of the passive voice here can just be ignored. Nobody anyone cares about is appealing to the UN. Slate is the Fox News of the communist wing of the authoritarian end of the political spectrum (versus the fascist wing of the authoritarian end that Fox News occupies).
