Suspicious actions by driver during stop prompts call for K9: On 9/21/14 at approximately 2:00 PM, an officer stopped a motorist in the vicinity of N. Willow and Lincoln for not wearing a seatbelt. The driver, identified as Rachel Gosnell, became nervous and emotional during the encounter and confessed to past drug use. The officer also observed her conceal an object inside her purse, prompting a request for her to step from the vehicle. A Sebastian Police Department K9 unit responded and was deployed on the vehicle. The results of that deployment were positive so Gosnell was advised of her rights and questioned. Gosnell admitted to being in possession of a one hitter, manufactured to look like a cigarette. The item was confiscated as evidence and Gosnell was issued a Notice to Appear and released at the scene. FPD would like to thank the Sebastian Police Department for their assistance in this investigation.
