Swapo flouts own constitution Discontent is brewing among some Swapo structures in Oshana Region which are allegedly not elected as per requirements of the Party Constitution. It is alleged that some Regional Councillors despite the Party stating that they can only be ex-officio are still occupying leading positions such as treasurer, and information and mobilisation. Complaints are mainly directed at the structures in Uukwiyushona under Andreas Amundjindi, Ondangwa Constituency led by Kaushiwetu Abraham, and Osha-kati East Constitueny headed by Lotto Kuushomwa who is also the chairman of Oshana Regional Council. A source told Informanté that some of the elections will be repeated to conform with the requirements of the Party constitution. A complaint sent to the media urged Swapo to rectify what it termed an “abnormality”. This should be done for the sake of fairness and justice in order to avoid selective implementation of the Party constitution requirements. It reads in part: “A big thank you to Swapo Party for its upcoming 50\50 representation in all its structures. However, the Oshana regional leadership is refusing to implement the new Swapo Party Constitution. To add insult to injury, its regional information and mobilisation officer is a Regional Councillor, which is in direct conflict with Article X11(C) (8) of Swapo Party Constitution.” Meanwhile, the recent Okatana district election had the position of district coordinator contested between three candidates, the incumbent Metusalem Ashipala, Okambuga branch coordinator Sebulon Kambidhi and Magdalena Hango, the information and mobilisation officer from Omatando Branch. Hango emerged victorious. Okatana councillor Rosalia Shilenga relinquished her position of district information and mobilization officer which was contested between the Ekamba branch coordinator Selma Iipumbu and Petrus Shigwedha Ashipala, the branch coordinator of Amutanga branch. Ashipala won overwhelmingly. The position of treasurer was not contested and the incumbent Edmund Ishuwa was confirmed.Swapo Party coordinator in Oshana Region, Erastus Kapolo said he is not aware of the allegations of irregularities.
