TESDAS PAMASKONG PANGKABUHAYAN – Technical Education and Skills Development Authority (TESDA) director general Joel Villanueva ceremoniously turns over the starter kits to Mayor Belen T. Fernandez during the Pamaskong Pangkabuhayan program last December 22 at the CSI Stadia. The Starter Kit program, under the Grassroots Participatory Budgeting Process (GPBP) provides opportunities for skilled but unemployed workers to earn decent income through self-employment. Villanueva said that TESDA is more than willing to help and coordinate with Dagupan and Pangasinan in technical-vocational programs by producing more employment and livelihood opportunities.
