THE NEWS TODAY JUNE 25,2013 PANAY Transition teams in Antique to ensure orderly, smooth turn-over SAN JOSE, Antique, June 14 (PIA) -- The Department of the Interior and Local Government (DILG) Antique Provincial Office, here said that the transition teams are now in place to gather important records, conduct inventory of assets/properties of local government units in preparation for an orderly and smooth turn-over to incoming local officials. DILG Antique Provincial Office Director Victorio S. Pagapulan said that the activity is in line with the directive of the DILG Secretary Mar Roxas to ensure continuity in local governance. “According to the law our elected local officials will assume office noontime of June 30,” Director Pagapulan said in a PIA interview. The transition team is chaired by the local chief executive and have as its members all department heads in the local government unit and representatives from the DILG, Commission on Audit and a non-government or people’s organization. Pagapulan said that the inventory include reports on the State of Local Governance Performance, State of Local Development, Local Development Investment Plan, Comprehensive Land Use Plan, and Full Disclosure Policy documents, among others. He said that of the 18 municipalities of Antique, only five have newly elected local chief executives. These municipalities are Tobias Fornier, Laua-an, Tibiao, Sebaste and Barbaza. The DILG Antique Provincial Director said that his office is currently monitoring the LGUs’ turnover schedules. (JCM/VWV-PIA6 Antique) Boats warned vs using Boracay beachfront BORACAY — Passenger boats including island-hopping boats from Romblon were warned against loading and unloading passengers at the beachfront here. The provincial government has implemented the “one entry, one exit” policy for passengers bound for Boracay in 2006. But there were still reports of passenger boats docking at beachfront stations every afternoon to pick up passengers, mostly daytime workers bound for Carabao Island. “These boats are advised to observe the (policy) by using the Cagban Jetty Port in Brgy. Manoc-Manoc,” said Artemio “Tim” Ticar, Department of Tourism–Boracay officer-in-charge. “If they violate the policy, they will be apprehended,” he stressed. The policy was designed to strengthen the island’s security and prevent motorboats from crowding its white-sand beaches, Ticar said. Before the policy was implemented, Stations 1, 2 and 3 along the white beach were the designated areas for loading and unloading of boat passengers. For his part, outgoing Gov. Carlito Marquez reminded the Task Force Boracay to strictly carry out the policy by requiring all tourists and residents bound for mainland Malay town to pass by the Cagban Jetty Port. (aklanforum.blogspot/PN) Capiz’s rice supply enough for lean months ROXAS City — The National Food Authority (NFA) in Capiz assured the public that there is enough rice supply in the province during the lean months. There are 300,400 bags of rice buffer stock as of June 13, including commercial, household and government stocks, said NFA–Capiz information officer Rose Andalecio. Fifty-seven percent of these were stored at the Dumalag warehouse, 22 percent at the Sigma warehouse and 21 percent at Brgy. Bolo, Roxas City, warehouse, she said. These are sufficient for 55 days, based on the 5,500 50-kilogram bag daily rice requirement of Capiz, she said. “While we are still waiting for the main harvest season, and household stocks are starting to deplete due to consumption since the last harvest, NFA–Capiz maintains sufficient buffer stock for distribution and disaster preparedness,” she said. She likewise assured that the NFA can serve the rice requirement of Capiceños even during calamities. As part of its disaster preparedness measures, every local government unit should sign a memorandum of agreement with the NFA for the immediate release of rice stocks, she said. Meanwhile, Andalecio said NFA–Capiz continues its rice milling and fortification, and rice dispersal to Negros Occidental. She also urged farmers to continue selling their palay to the government, especially during harvest season, to have a more affordable price of rice even during lean months. She said the NFA still maintains its buying price at P18 per kilogram and its selling price from P23 to P25 per kilogram. (With a report from the Philippine Information Agency/PN) Search on for DOST undergrad scholars KALIBO, Aklan — The Department of Science and Technology–Science and Technology Institute (DOST–SEI) is now accepting applicants for its 2014 Science and Technology Undergraduate Scholarship. The scholarship is open to all high school graduating students who intend to pursue priority fields of study in science, mathematics and engineering, said Jairus Lachica, DOST–Aklan director. Lachica said the applicants must be: * natural-born Filipino citizens who belong to the upper five percent of the regular high school graduating class of a DOST–SEI-identified or Department of Education-recognized science high school * a resident of the municipality for the last four years, as attested by the barangay; and * of good moral character and in good health. The scholarship intends to help poor, talented and deserving students, who belong to a family whose socioeconomic status does not exceed the set values of certain indicators. Application forms can be obtained from DOST–Aklan or downloaded from the website, sei.dost.gov.ph. Accomplished forms can be filed at the DOST-Aklan. The deadline is on August 23. The date of examination is on September 22. The scholars will be entitled to the following: * P8,000 for tuition and other school fees per semester * P5,000 book allowance per year * P500 for PE uniform (for freshmen only) * transportation allowance for those studying outside of home province; and * monthly living allowance of P5,000 for those taking bachelor’s degrees in physics, physics teaching, geology and mining engineering, and P4,000 for those taking other DOST–SEI priority courses. Once qualified, the scholars could choose to enroll in any of the 34 DOST-identified educational institutions all over the country, depending on their chosen course. Upon completion of their course, awardees shall serve in the country — preferably in their home region — on a fulltime basis in their field of training for a minimum period equivalent to the length of time they enjoyed the scholarship.
