Mahalo Annelle for your vote of NO and your comments and questions. As you posed many questions, my reply is in italic and in bold letters inserted in the content of your comments: Soulee, I vote no on this issue. It is my understanding that the board of trustees have been very clear about OHA remaining neutral in this process. As you recall, I attended two of the past five mtgs at OHA. I pointed out to OHA one, the role of facilitator...which deals with conduct and not content....and two, how OHA had breached this role by creating the agenda and staffing all the meetings and running all the mtgs. In the fourth and fifth mtg...that I did not attend, apparently you Chaired the mtg...and OHA remained as staff to the effort and copied the agenda and supported the work herein attached. When this question of OHA neutrality was posed in early meetings, the consortium members took over preparing the meeting agenda, conducting the meeting, and directing the work, and the consortium is now lead by its members. Further, as I read the membership of the OHA Consortium, it seems to me that there is no organization that has the skill, past record, and ability to deliver the actions described. Queens Health, and Kamehameha Schools have stated that they are willing to provide the expertise to design the RFPʻs, and are waiting for the consortium to official form. Both have stated that they will not sign on as members of the consortium, but have indicated serving as advisory, in a committee setting, and this is a function that they will consider. Certainly Lunalilo, KS and Queens has the expertise, as all design RFPʻs, and vet proposals, monitor vendors to insure deliverables. In fact, I was present in a meeting of the OHA board of trustees when CNHA, SCHAA, and AHCC proposed to be the consortium to handle the fiscal mgt, governance elections, conduct of the convention, and ratification.....so I am confused as to why now, the AHCC is asking to join the OHA consortium? I attended mtgs with you and CNHA, SCHAA where you, as President, joined in this effort...in fact, I sat in the audience at the OHA board mtg where you made the presentation to the board of trustees on behalf of the AHCC. Yes, presentation was made by CNHA, SCHHA, and the AHCC to OHA BOT, and the OHA BOT has not accepted this proposal, nor do I think they will counter the Administrations aliʻi consortium. I have received criticism on not seeking AHCC BOD approval for the AHCC to be part of the CNHA, SCHHA, and AHCC proposal, although when I shared in the July AHCC BOD meeting that the proposal was sent, the board did not discuss this as an issue of concern. Does my Presidentʻs report not count as disclosure to the AHCC BOD on these two specific activity of the President; being asked to be on the OHA Consortium and proposal by CNHA, SCHHA, and the AHCC? As the OHA Consortium is moving toward formalizing, this is why I am asking for AHCC BOD approval to continue. How can you serve on both efforts? The CNHA, SCHHA and AHCC consortium is a proposal and is not a working group. What is your role with CNHA? Supported the proposal, as we were asked by OHA to present to the OHA BOT, and the proposal has not been acted upon. What is your role with OHA? My role with OHA has been to represent the AHCC based on resolutions and actions of the board, ie., support of Kanaiolowalu, Federal recognition, Act 195. The Executive Committee must know what has been said to both groups...on behalf of the Association and where we stand in this recommendation. This is the reason for the vote, as the OHA consortium is moving from a working group to a formal entity. If the majority of the AHCC BOT votes NO, then I, we the AHCC would cease to be in the OHA Consortium. Soulee, when you speak, people assume that you have the prior approval of the Association. Again, I truly speak for the AHCC based on Resolutions, and board action. If I have waiver from speaking for the majority voice of the AHCC, I expect to be corrected. What has not been told to the Exec. Cmte. is that you have been mtg with various groups ie. Bumpy Kanahele, Sen. Brickwood Galuteria, Michelle Kauhane, and, I suppose Kamanaopono Crabbe, Joe Kuhio Lewis etal....since January of this year. Suppose others seeking the assistance, help, support, manao, of the AHCC could be taken as a compliment. That the AHCC is a trusted organization with standards of civility, and respect for others, allowing discourse in an organized manner, with concrete actions by resolutions, approved by our membership in a transparent way. Who were you representing in these meetings? And how have we arrived at this point now? Can the AHCC play an important role in nation-building by serving on the OHA Consortium? Other organizations can join in the OHA Consortium by the invitation of the founding members, so there is a place for organizations such as SCHHA to participate in the OHA Consortium, especialy with DHHL pulling out. Could CNHA be the vendor that is awarded a portion of the funds to run the Aha? Could Hawaii Maoli be the fiscal sponsor of the OHA Consortium? Can the OHA Consortium be trusted by the Hawaiian community to facilitate the steps in nation-building, keeping OHA as a neutral party? You have an obligation of full disclosure.....to your members...at the very least...if not to the Hawaiian community.....aole. I would like to center the vote on the question of the AHCC being a member of the OHA Consortium. Questions on my loyalty to the AHCC, and conduct as the President, is another discussion. Soulee Aloha mai kakou, The Association of Hawaiian Civic Clubs has been asked by OHA Ka Pouhana Dr. Kamanaʻopono M. Crabbe, to participate in a Consortium of organizations that show an unbroken link to our time of undisputed sovereignty. As Prince Jonah Kuhio Kalanianaʻole is the founder of the Hawaiian Civic Club movement, we are being asked to stand along side other Aliʻi Trusts, and Royal Societies in forming a consortium to facilitate the process of nation-building. The consortium facilitates the process, and participating Hawaiians determine the outcome. The purpose of the Consortium. The consortium is to further the process for Native Hawaiians to independently form a Native Hawaiian government. To do this, the consortium needs to contract with third party experts who will carryout the activities of the different stages of the nation building process. The consortium will draft the procurement requirements and guidelines for selecting the third party experts, and use those guidelines to accept bids and select the experts to establish an election, a convention of delegates, and ratification. The consortium will also receive and manage $1.9 million through a 501c3 fiscal sponsor yet to be determined. The founding consortium members are comprised of organizations that have an unbroken link to our time of undisputed sovereignty. These organizations include: King Lunalilo Trust & Home, Royal Order of Kamehameha I, ‘Ahahui Ka’ahumanu, Hale O Na Ali’i O Hawai’i, and Association of Hawaiian Civic Clubs. The OHA Consortium timeline attached below will summarize my involvement as the President of the AHCC in the consortium process, which to date has been a working group, and is now ready to officially form as an entity. My decision to participate in this consortium, is based on multiple AHCC resolutions which address nation-building and specifically Resolution 13-35 URGING THE ASSOCIATION OF HAWAIIAN CIVIC CLUBS TO ORGANIZE, PLAN AND EXECUTE AND/OR PARTICIPATE IN A CONSTITUTIONAL CONVENTION TO REALIZE A NATIVE HAWAIIAN SELF-GOVERNING ENTITY. I am seeking the approval of the AHCC Board of Directors, for the following motion: That the Association of Hawaiian Civic Clubs agrees to be a founding member organization of the OHA Consortium, and grant permission for Soulee L.K.O. Stroud to sign the Memorandum of Agreement, as the AHCC President. I request a vote of YES or NO from each AHCC Board of Director, and that all votes be provide by September 29, 2014. If an amendment is necessary, please provide the language for the amendment. The MOA attached is in draft form, and comments and edits are welcome. The OHA Consortium Timeline is attached which provides a summary of my involvement in the Consortium.
